Simply put, SEO URLs (or Search Engine Friendly URLs) are website address that contains keywords. They not only help the useability of your site, but also help search engine rankings. Take the example of an ecommerce store selling DVDs 7amp; a product page:

Normal Website address:
http://www.my-shop.com/product-display.php?productID=23&catID=4

SEO Friendly Website address:
http://www.my-shop.com/dvds/comedy/superbad-23.html

Notice how the second address contains keywords that people might be searching for & lets potential customers know exactly where the link will take them (a page about the comedy dvd film, superbad in this example).
